Does a delivery worker in Japan need invoice registration? Check the contract before applying
“A delivery app asked for my invoice registration number. Do I have to register to keep delivering?” The first step is to identify who is asking, which transaction they mean, and what your written contract says. Requirements can differ between services and contracts, so there is no single answer for every courier.
Ask the delivery company what the number is for. Compare the tax filing and records that registration brings, then confirm your decision with the NTA.

What to ask before you register
Keep the message in which the app or contracting business requested a number. Through its official support channel, ask who pays your delivery fees, whether that transaction requires a qualified invoice, what happens to your contract or payment terms if you do not register, and the deadline for a response. Compare the answer with your contract and payment statements. The app’s brand alone may not tell you who the contracting party is.
Do not assume that remaining unregistered always ends a contract or that registration automatically raises your take-home pay. If terms change, request them in writing so you can compare the same work over the same period.
What registration changes
The National Tax Agency’s invoice-system overview says a seller must register as a qualified invoice issuer before issuing a qualified invoice. A registered issuer becomes a taxable business for consumption-tax purposes and must file consumption-tax returns. The issuer must also consider requests to issue invoices and retain copies. Registration information can be checked on the NTA’s public register; review what is published before applying.
Your actual tax, available calculation method and any transitional measure depend on your facts and the period involved. Gather your delivery statements, expenses and current filing records. Ask the tax office or a licensed tax professional when the answer is unclear; this article does not promise a tax saving or estimate a universal bill.
You cannot issue a qualified invoice. Ask the business how that affects its terms.
Prepare to issue and retain invoices and to file consumption-tax returns.
| Compare | Remain unregistered | Consider registration |
|---|---|---|
| Contract | Confirm the business’s written terms | Confirm how and when to provide a number |
| Tax | Check your present obligations | Estimate filing and payment for your case |
| Records | Keep income and expense records | Also plan invoice issue and copy retention |
Compare the money and the work
- Reconcile each month’s delivery statements and bank deposits. List fees and business expenses separately.
- Put the contracting business’s proposed terms before and after registration side by side for the same period.
- Include expected tax filing, bookkeeping time and any accounting-software cost. Do not decide by comparing gross fees alone.
- Read the NTA’s basic decision checklist and use its consultation channels for questions about your case.
Comparison page with advertising: If keeping records is the difficult part, our accounting-software guide for delivery workers (Japanese) compares importing statements, keeping receipts and fees. The linked page contains labelled ads. Buying software does not decide whether registration is necessary or what tax you owe.
If you decide to apply
Check the NTA’s official registration procedure for methods, timing and documents. The NTA warns that notification of a registration number takes time. Confirm your intended date and what the contracting business needs before applying, then ask the tax office about anything you cannot resolve.
